El Rif y el poder central: Una perspectiva histórica

Resumen

Esta comunicación aborda la definición del término Rif desde el punto de vista histórico, geográfico y lingüistico haciendo un repaso de las diferentes definiciones que los autores han dado al término Rif para posteriormente analizar como es la relación de este territorio con el poder central siempre en tensión justificadas desde el exterior por ser el Rif un territorio marroquí o en continua rebeldía frente al sultán. La visión interna ejemplarizada en la figura de Abd- El Krim veía al sultán como rehén de fuerzas colonizadoras y por ello se llevan a cabo diferentes esfuerzos para conseguir el apoyo el sultán frustrados todos por Francia provocando la condena pública del movimiento rifeño por parte del sultán y abocando a este movimiento a la vía separatista.
Negociaciones posteriores ofrecen al movimiento rifeño autonomía administrativa, pero la presencia de tropas colonizadoras en el territorio es un escollo insalvable pese a los avances que se hacen en el reconocimiento del sultán por parte de los rifeños.
El movimiento rifeño idealizado por algunos sectores de la izquierda árabe y europea y comparado a movimiento independentistas como el vasco y el catalán tiene escasa tendencia separatista y esto también es observable en la rebelión rifeña de 1958 y 1959 que no pretendía la secesión.

La descentralización del poder en ciertas regiones incluido el territorio rifeño se vislumbra como la solución consonante con la tradición marroquí para solventar los problemas que han sido la causa de la tensión entre el Rif y el poder central.

Abstract
This article is focused in the definition of Rif from a historical, geographical and linguistic point of view, reviewing the different definitions given by several authors and analyzing the relationship between this region and the central power always in tension, justified from the outside because the Rif is a part of the Moroccan territory or for beeing a region in continuos rebellion against the Sultan. The internal point of view seems to be different and is exemplified by the figure of Abd-El Krim. He saw the Sultan as a hostage of the colonial power and carried out several efforts to achieve the Sultan support, but all these efforts were frustrated by France achieving the public condemn of the Rif movement by the Sultan and fuelling the separatism option of the Rif movement.
Subsequent negotiations offered the Rif movement administrative autonomy, but the presence of colonial troops in the territory was an insurmountable obstacle despite the progress made in the recognizing of the Sultan by the Rif movement. This movement idealized by some sectors of the Arab and European left parties and compared to pro-independence movement as the Basque and Catalan separatist tendency has little in common and this is also observed in the Rif rebellion of 1958 and 1959.
The decentralization of power in certain regions including the Rif territory is a solution to solve the problems that caused the tension between the Rif and the central power.
