La acción exterior de Catar en el estándar de “pequeño Estado”. Multilateralismo e influencia

Resumen
Desde hace poco más de dos décadas Catar se ha ido transformando en un actor con relevancia geoestratégica y una política exterior más asertiva y autónoma que se aleja de los estándares clásicos de los “pequeños Estados”. La intensificación de su influencia regional e internacional debido a la pujante economía, a los recursos de los hidrocarburos y a una diplomacia de “protección” consistente en maximizar el número de aliados, no exenta de cuestionamiento, posibilitan que el emirato desempeñe un dominio superior en relación con su tamaño y población. El marco temporal del artículo abarca desde la llegada al poder del emir Hammad bin Khalifa Al Thani a mediados de la década de 1990 a la actualidad, utilizando el marco teórico Foreign Policy Analysis (FPA) mediante la conducta y la práctica de las relaciones entre actores internacionales.
