Abstract

For a little over two decades, Qatar has been transforming itself into an actor with geostrategic relevance and a more assertive and autonomous foreign policy that moves away from the classic standards of 'small states'. The intensification of its regional and international influence due to its booming economy, hydrocarbon resources and a 'protection' diplomacy consisting of maximising the number of allies, not without question, has enabled the emirate to play a more dominant role in relation to its size and population. The timeframe of the article covers the period from the rise to power of Amir Hammad bin Khalifa Al Thani in the mid-1990s to the present, using the theoretical framework of Foreign Policy Analysis (FPA) through the conduct and practice of relations between international actors.
