Human Security: from the concept to the approach. Why it’s not used as a concept anymore?

The concept of human security was thought as an alternative for the traditional and military security concept that was used both before and during the Cold War. Its objective was to focus on the wellbeing of people, however, it has been proved not being successful enough. This paper aims to explore the evolution of the concept of human security and its relationship with human rights’ protection and other principles used by the United Nations, as the responsibility to protect. This paper will propose that the cause for not using the concept has been both the lack of a clear definition of the concept and its selective use by politicians; and, also, mixing human rights with traditional security approaches. Therefore, and exactly as the same as has happened to other political constructions, its politicization has led to: first, the need for a change in the use of the concept that has turn into an approach; and, second, other concepts have arisen such as resilience, which implies an active participation of the population.
