Abstract
In this paper, Mark Duffield analyses the new field of security-development according to the theoretical and historical relationships between sovereignty and governance, and between hard power and soft power. He focuses on the structure and functions of global governance and the current crisis of humanitarian organizations. Indeed, their relations with sovereignty are becoming more evident due to the substitution of humanitarian interventions for change regime operations in global borderlands.
