Abstract
The great challenge of the education system is to develop more inclusive schools that address diversity and offer higher quality responses for all students, matching the opportunities of the groups in situations of greater vulnerability and disadvantage.
In recent years, a series of measures have been implemented to improve the conditions offered by educational establishments to promote learning and the participation of students with special educational needs SEN in ordinary education, including those with disabilities. The degree of effectiveness that these measures are having in the development of these students is not known with certainty, nor are there instruments that allow evaluating the quality of the educational response provided.
