To define the context of the High School Teachers Development Program (PAAS) and precisely state its importance in the preparation of high school teaching staff, this article presents a summary of the Mexican Educational System, as well as the history and main characteristics of both the National Autonomous University of Mexico and its High-School system. Background to the PAAS and a brief historical summary of it are presented subsequently.
