Abstract
The present paper starts from the analysis of the nature of bureaucracy and its relationship with politics in Max Weber´s thought. The main objective is to analyze which is the place that the ECB occupies in the constitutional structure of the European Union. Therefore, what are the main principles that inform its action, the impact of its decisions, the limits to its power, the control mechanisms as deployed to keep it in check. Finally, I come back to Weber´s analysis with a view to show problems and suggest recommendations that could overcome the democratic legitimacy shortcomings of European decision-making on economic matters based on the design of the EMU
