Resumen
El auge de las megaconstelaciones de satélites artifi ciales dibuja un nuevo paradigma que requiere la reconceptualización del término seguridad, desplazando las definiciones antropocéntricas en favor de una visión mayor de seguridad planetaria. Esta situación emergente obliga a reflexionar sobre los riesgos y peligros derivados de la interferencia de los satélites y la basura espacial con la función garantista y protectora de los Estados, así como la formulación de estrategias de gestión de amenazas efi caces. La dimensión global de esta problemática, unida a la presencia mayoritaria del sector privado, fuerza una revisión del marco normativo del espacio ultraterrestre que se anticipe y responda a la futurible saturación de las órbitas terrestres bajas.
