Abstract

The article reflects on the conditions of opportunity to set gender equality in the international development agenda. The article also analyzes the changes that have occurred in the international scene that affect the institutional and programmatic framework of the international development aid system, and examines the participatory outreach of Civil Society Organizations (CSO) –specifically of feminist organizations- in the process of agenda setting in recent decades.
