Abstract

The consolidation of the United States as a hegemonic power is the fruit of the change in the international order after the two world wars. One of the clearest examples of this consolidation is the construction of the prohibitionist drug regime. Indeed, the construction of this regime or crusade against drugs has its modern origins in the United States, with manifestations dating back to the beginning of the 19th century. However, the construction of a regime that, at first sight, should have been based on pharmacological foundations, was instead based on ideological, religious and even racist foundations. The extension of this prohibitionist thinking to the entire international community was embodied in various international instruments, both at the League of Nations and the United Nations. In this paper we will examine the process of building this prohibitionist regime in order to show how it was a clear reflection of the consolidation of the United States as a hegemonic power.
