Resumen

El presente trabajo aborda la dimensión territorial de los Juegos Olímpicos en base a teorías vinculadas con la ordenación del territorio, basadas en dos perspectivas antagónicas «la flexibilización del bloqueo del Estado» (Le Galès 1999), y el «gobierno a distancia» (Epstein 2006). A través de una revisión bibliográfica de las candidaturas y los Juegos Olímpicos pasados, presentes y futuros, el autor intenta mostrar la falta de conexión existente entre la ubicación de la sede de los Juegos Olímpicos y su legado, en ocasiones cuestionado, así como los factores que influyen en las propias candidaturas. La causa de esta problemática es que tanto los procesos hacia la candidatura, como la organización del territorio están dirigidos por el Estado central y no tanto por las ciudades, fundamentales en el proceso de descentralización.

Después de las críticas recibidas tras las últimas ediciones de los Juegos Olímpicos, el Movimiento Olímpico, y más concretamente el COI, trata de mostrar una nueva imagen. Este trabajo realiza una distinción entre el impacto del evento y la organización territorial, identificando los posibles riesgos existentes, así como, las nuevas oportunidades para el Movimiento Olímpico.

Title: THE OLYMPIC GAMES AND REGIONAL PLANNING: AN ILLUSTRATION OF STATE'S MANAGEMENT OF REGIONS

Abstract:

This paper crosses the spatial dimension of the Olympic Games with current theories in the academic field of spatial planning, by resting its analysis on contradictory frameworks: the "loosening of the bolt of the state" (Le Galès 1999), and "remote government" (Epstein, 2006). Through a literature review of past, current and projected Games and bids, the author tries to highlight the relative gap between the circumscribed location of the Olympic Games, and the diffuse legacy of the event as well as the dynamics influencing bid processes. This observation eventually points out to the argument that bidding and hosting process are managed by States, rather than cities.

Following several criticised editions of winter and summer Olympic Games, the Olympic Movement, and more particularly the IOC, is attempting to reshape its identity. This paper aims to separate the impact of the event from its spatial component, identifying risks while leveraging new opportunities for the Olympic Movement.
