Resumen
El concepto de ciudadanía se ha considerado inapropiado e inconveniente como fundamento para la realización de los derechos y la inclusión en las comunidades políticas ante contextos globales en transformación. Sin embargo, el trabajo argumenta que el concepto no se debe abolir, sino actualizar y rehabilitar para enfrentar las exigencias políticas actuales y favorecer la igualdad. La adquisición de la nacionalidad se presenta como un instrumento clave para la consolidación democrática, permitiendo la inclusión plena en la asociación política de todos los que residan permanentemente en un territorio. Se propone una fundamentación moral igualitaria para el derecho de acceso a la nacionalidad, basada en una concepción cosmopolita de la legitimidad estatal y un régimen general de estatus cívico global, y se muestra ese derecho como un derecho en construcción en el actual Derecho Internacional de los Derechos Humanos.
