La Enseñanza Media en Uruguay: Cuatro Problemas Estructurales y Tres Líneas de Política para su Rediseño Institucional

Resumen

El propósito de este artículo es fundamentar un rediseño de la Enseñanza Media del Uruguay. En una primera parte desarrollamos una hipótesis general que resume los problemas persistentes del sistema educativo.  Sostenemos que la Educación Media en el Uruguay tiene un problema estructural de calidad originado en el diseño del propio sistema educativo asociado a una profunda segmentación académica entre los tres sectores institucionales (Público General, Técnico y Privado) que reproduce la  desigualdad social de origen de los estudiantes sin “agregar valor” y con ineficiencia.  Las sucesivas reformas implementadas han descartado la re-ingeniería o incluso marginaron otros instrumentos menos drásticos como aquellos relacionados con el empoderamiento de los centros educativos. Esto a pesar de que existe evidencia nacional del importante impacto que estos tienen sobre los aprendizajes y de que son muy auspiciosas las experiencias internacionales orientadas a fortalecer las organizaciones escolares como unidades autónomas del sistema. En la segunda parte nos abocamos a discutir alternativas de política que dirigen la atención a aquel tipo de factores que pregonamos operan a un nivel estructural, y que serían causa de los problemas observados. Entre ellos, destacamos especialmente los factores de naturaleza institucional, presentados en tres grupos: el primero vinculado a la estructura de gestión del sistema, el segundo relativo al plantel docente, y el tercero relacionado a políticas específicamente orientadas a los estudiantes.

Intermediate Level Teaching in Uruguay: Four Structural Problems and Three Institutional Redesign Politics

The purpose of this article is to lay the foundations for a redesign of the Intermediate level teaching in Uruguay. In the first part a general hypothesis is developed, here the persistent problems of the educational system are summarized. We believe the Intermediate level teaching in Uruguay has a structural quality problem originated in the design of the system itself associated to a deep segmentation of academia in the three educational sectors (General Public, Technical and Private) that accurately reproduces the social discrepancies of the students without adding value and inefficiently. The implemented reforms have denied a re-engineering, or have excluded other less drastic instruments associated with the empowerment of the education centers. This in spite of the national evidence of the impact that this can have over learning, and the promising international experiences oriented to strengthening the scholar organization as an autonomous unit of the system. In the second part alternative politics that direct attention to the factor we believe operate at a structural level (and would be the cause of the observed problems) are discussed. Factors of an institutional nature are highlighted and presented in three groups, the first related to the structure of the administration, the second focused on the teaching staff and the third on the student oriented politics.
