Prioridades seguritarias y narrativas hegemónicas hacia Somalia: política exterior de Estados Unidos (1992-2009)

Resumen
Somalia es señalada públicamente en 2002 como “caldo de cultivo para el terrorismo internacional” por el subsecretario de defensa de Estados Unidos, Paul Wolfowitz, reapareciendo en la agenda como uno de los países prioritarios dentro de la política exterior estadounidense. Partiendo de las contribuciones teóricas de la teoría de la seguritización, la investigación estudiará los cambios producidos en la política exterior estadounidense desde 1992 con la implicación activa y militar de EEUU en Somalia, hasta el final del mandato de George W. Bush en 2009, promotor discursivo de la Guerra Global contra el Terror. El estudio pretenderá arrojar luz sobre las lógicas seguritarias que se esconden tras la política exterior estadounidense, materializadas en las narrativas hegemónicas hacia Somalia, el etiquetaje de los actores, la seguritización de la ayuda en clave antiterrorista, el cambio de rol de EEUU y, en suma, la subordinación de la agenda política somalí a la agenda de seguridad internacional.
