Midiendo la Segregación Escolar en América Latina. Un Análisis Metodológico utilizando el TERCE

Resumen

La segregación escolar, entendida como la distribución desigual de los estudiantes en las escuelas en función de sus características personales o sociales, es un elemento de la equidad educativa con una clara incidencia en la desigualdad social pero muy poco estudiado en América Latina. En este artículo se presenta una guía metodológica sobre los diferentes índices disponibles para estimar la magnitud de la segregación escolar y se debate acerca de las ventajas y limitaciones de cada uno de ellos. Igualmente se estima la magnitud de la segregación escolar por nivel socioeconómico en Educación Primaria en América Latina. Para ello se utiliza la base de datos del TERCE y se analizan los índices de Disimilitud, de Gorard, de Aislamiento, de Raíz Cuadrada y de Inclusión Socioeconómica, con diferentes criterios de conformación del grupo minoritario: P10, Q1 y Q4. Los resultados ofrecen amplio debate sobre las potencialidades de cada índice, aunque se defiende el uso del índice de Inclusión Socioeconómica, así como se propone el uso del promedio entre el Q1 y el Q4 para tener una imagen global del fenómeno. También se presentan estimaciones de la alta magnitud de la segregación escolar en América Latina.
